Role Description

Competence in Contract and Commercial Management, Cost Estimation, scope and BOQ Preparation, Pre and Post contract, Tendering, Procurement, Cost Control, valuation & Payment Certification, Variation & Change Management, Cost Reporting, Risk Management, Value Engineering, Final project closer, Technical & Commercial Evaluation, Dispute Resolution, Procurement Advice, and Stakeholder management

  • Managing all the Cost, Contract, and commercial administrations in the projects.
  • -Preparation of precise cost estimates for construction & fit-out works, including materials, labor, equipment, and other overhead expenses. Preparation of Tender Document and detailed scope of works, BOQ based on a concept, schematic, detailed design package and provide a breakdown of all the items required for the construction and fit-out works, along with their quantities and prices.
  • •To manage all the post-contract functions such as preparation and handling of interim payments, variations, commercial and contractual correspondence, cash flows, claims, measurement, and pricings using Contract drawings, specifications, and Bills of Quantities.
  • •Preparation of Technical and commercial comparisons to a selection of subcontractors, and suppliers, and recommending the most cost-effective options. coordinate with suppliers and subcontractors to obtain competitive prices for materials and services needed for the project during the Procurement phase.
  • •Monitor the project costs throughout its lifecycle of projects, identifying any discrepancies and taking corrective actions to keep the project on budget by cost controlling. Identify the cost overruns and savings opportunities based on implementing the cost control measures.
  • •Preparation of Payment Applications according to the site work progress and Valuation of payment certification, regularly assess the work done on-site and verify it against the contract to approve for payments to contractors.
  • •Preparation and managing the variations and changes orders from the original project scope of works, evaluating and negotiating the Subcontractor variations and additional works.
  • •Preparation of Value Engineering and Collaborate with the project team to Suggest cost-effective alternatives for materials and construction methods to optimize project costs without compromising quality.
  • •Preparation of Cost Reporting, Generate the reports and updates on the project’s financial status, providing accurate cost forecasts and analysis. Conduct regular cost reviews and updates throughout the project lifecycle.
  • •Work closely with project managers, architects, designers, contractors, and all stakeholders to ensure accurate project cost management and adherence to quality standards. Communicate effectively with all stakeholders to address any financial concerns and provide regular updates on cost-related matters.
  • •Preparation and monitoring of the Variation log, Daily, Weekly & Month report, Risk register, Inspection log, Material & method statement, and drawing log to ensure that all are in line with project contract requirements.
  • •Preparation of Final Account for the project and reconciliation. And assist in resolving any cost-related disputes between parties involved in the project. Identify potential risks related to costs, project scope, and timelines, and develop mitigation strategies, including contingency plans, regularly review and assess project risks, adjusting the budget and plans as needed. Identify potential risks and uncertainties associated with the project and insurance coverage.
  • Familiar and Coordination with DC-1/DC-2 & QCDD Process.

Qualifications

  • Expertise in Cost Control, Cost Management, and Cost Planning.
  • Experience with Bill of Quantities (BOQ) and Cost Reporting.
  • Ability to manage large and complex construction budgets.
  • Excellent problem-solving skills.
  • Strong written and verbal communication skills.
  • 5+ years of experience working as a Quantity Surveyor.
  • Bachelor’s degree in Quantity Surveying, Construction Management, or related field.
  • Professional certifications such as RICS or CIOB are preferred.
